Aren’t we a couple of years into our anti-litter campaign in Bakersfield? I drove around quite a bit this weekend, and it looks to me like it’s worse than ever. Virtually all of the onramps and offramps on the 99 are clogged with litter, as is the entire strech of 58. Even the still-new westside parkway has it’s share of trash. Do we bail on the program, or just do our best to clean up after the pigs? Because it seems like al our anti-litter messaging has missed the mark.
