Starting them young is the aim of Bakersfield's Ready to Start program.  On Monday, Aera energy and the Kern Community Foundation will give them a hundred-thousand dollar check at Independence Elementary.  Greater Bakersfield Vision 20/20 launched Ready to Start nine years ago as a way of preparing tomorrow's skilled work force by getting four-year-olds ready for school.  A summer program preps the toddlers in math, language arts and supportive skills.
