Contractor Marvin Dean has announced his candidacy for the Ward One Bakersfield City Council seat. A special election will be held in June for the spot vacated by State Assemblyman Rudy Salas. Dean held a news conference Friday in front of City Hall North. Just before signing his nomination papers, Dean made note of a Code of Fair Campaign Practice in the packet, which he said he's asking all the Ward One candidates to sign. Dean says his campaign won't focus on personal issues, but on things like safe neighborhoods and local job creation. Dean is a strong supporter of California's High Speed Rail Project. He told supporters two billion dollars in contracts have been promised to small businesses in the San Joaquin Valley. Dean has a "meet and greet" event scheduled March 23rd from 1-4 p.m. at the Bakersfield Senior Center, 530 4th St.
